According to the latest report by AlixPartners, consumer purchasing behavior is undergoing significant changes due to rising footwear costs driven by trade tariffs. A U.S. footwear consumer survey conducted in spring 2025 shows that 78% of consumers have refrained from buying footwear due to high prices—an increase of 12 percentage points from the previous year.

Consumers plan to cut spending across all footwear categories, including shoes/boots (down 29%), fashion/dress shoes (down 26%), athletic/casual/multi-purpose footwear (down 17%), and casual shoes (down 16%). The report highlights growing price sensitivity among consumers, with the lack of promotional offers cited as a major reason for abandoning purchases—accounting for 59% of responses.

In addition, only 5% of respondents said that loyalty programs would encourage them to buy more, indicating a weakening appeal of such incentives. Researchers note that this decline in consumer spending is part of a broader reshaping of U.S. consumer behavior. Since imported footwear accounts for 99% of U.S. footwear sales, rising tariffs have further driven up prices.
