The EU Deforestation-Free Regulation confirmed a delayed implementation date

On 26 November 2025, the plenary session of the European Parliament adopted by majority vote a proposal submitted by the Council of the European Union, deciding to delay the entry into force of the EU Deforestation-Free Regulation (EUDR) by one year. Large and medium-sized enterprises will begin implementation on 30 December 2026, while micro and small enterprises are granted an extension until 30 June 2027. Relevant EU institutions have committed to further simplifying procedures and are expected to publish detailed plans before April 2026.
German Member of the European Parliament Christine Schneider responded quickly, stating: We welcome the clear position adopted by the plenary, which is largely consistent with the agreement reached by the Member States. Although we remain firmly committed to protecting forests threatened by deforestation, key elements for implementation such as information systems are still not ready. Clearly, the regulation must be postponed for all enterprises. In fact, EU Commissioner for the Environment Jessica Roswall had already foreseen the need for a delay as early as 23 September 2025. However, on 22 October, the European Commission unexpectedly proposed that large and medium-sized enterprises should start implementing the EUDR as early as 30 December 2025, once triggering supply chain tension and industry disruption.
Next, the European Parliament, the Council of the European Union, and the European Commission will launch trilogue negotiations to clarify the content of the adopted and rejected amendments. More implementation details are expected to be released before April 2026.
For the European leather industry, the second half of 2025 is full of uncertainty, as the regulation covers the entire cattle hide processing supply chain. Although the implementation timeline has now been determined, specific operational details still need to be further clarified.
