COMESA Launches Regional Leather Value Chain Strategy

Recently, the Common Market for Eastern and Southern Africa (COMESA) officially released its Regional Leather Value Chain Strategy (2025–2029), aiming to transform the region’s leather industry into a globally competitive and sustainable sector.

The strategy was unveiled at a launch event in Nairobi, Kenya. COMESA Secretary-General Chileshe Kapwepwe stated that this development blueprint will promote industrialization, job creation, and economic growth across the bloc’s 21 member states, which together have a population exceeding 640 million and a combined GDP of over USD 1 trillion. The region produces more than 42 million hides and skins annually, accounting for 34.3% of Africa’s total leather output. However, due to limited local processing capacity, most hides and skins are exported as raw materials or semi-processed products.

The newly released strategy prioritizes capacity building, skills development, technological application, and sustainable tanning practices, while strongly promoting value addition and intra-regional trade. COMESA expects that developing local leather processing industries will not only create thousands of jobs and generate significant economic returns, but also effectively reduce reliance on imports.

Key measures include encouraging member states to introduce procurement policies that prioritize leather, footwear, and leather products manufactured within the region, particularly for military, police, and public-sector uniforms and footwear. The strategy also promotes greener production through cleaner tanning technologies and circular economy models. To support local manufacturers, the African Leather and Leather Products Institute is exploring the establishment of regional trade hubs to provide raw material supply services for processors and consolidate leather product resources to handle large-scale African orders and regional procurement demand.

Lee Kinyanjui, Kenya’s Cabinet Secretary for Investments, Trade and Industry, noted that the launch of the strategy marks an important step for COMESA member states toward sustainable industrialization and improved livelihoods.
